Let’s start with the basics: according to European regulations, an electric bicycle or e-bike is a bicycle that, through an electric motor, makes pedaling easier (so-called “pedal-assisted bicycle”). In order to start using it in our commute, there are various rules that change depending on the country we are in. So let’s take a look at how regulations change around Europe.

We remind you that electric bicycles are divided according to the maximum speed they reach with the help of the motor and by their power: the limits stands at 25 km/h for a maximum of 250 W. We will just give you guidance on this type. Let’s get started!

In Germany, a helmet is recommended for an e-bike with a maximum speed of 25 km/h and 250 W of power and it does not require a license, while italian rules state that there is a need for a bell, headlights and reflectors. Similarly, neither Luxembourg nor the Netherlands require a helmet or license, although the former is recommended to protect the head from injuries.

Helmets become mandatory in both Portugal and Spain: although in Portugal a license is not required, headlights are still required when cycling in the evening or in cases of poor visibility, while Spain recommends reflectors.

Helmets may be mandatory in certain age groups: in Austria, Children up to age 12 and in Sweden up to age 15 are required to wear helmets when riding an electric bicycle, while in Bulgaria the age goes up to 16 years old.

In Belgium regulations are very specific: helmets are recommended but not mandatory, no license required, but headlights and reflectors are required. The latter must be placed at the front, back, spokes and pedals.

Speaking of bicycles with speeds above 25 km/h, most States require the driver to hold an AM license for this kind of bikes, having also a helmet requirement. In Italy, these types of electric bicycles also require license plates, headlights, reflectors, left mirror and bell/horn.
